How we source goods and services
We use different procurement methods depending on the value and specifications of the required goods and services. Regardless of the method, all opportunities are captured in Periscope except for P-Card.
Our procurement methods are:
- Request for proposals (RFPs)
- Invitation to bid (ITB)
- Informal competitive procurement (ICP)
- Non-competitive procurement
- Procurement card (P-Card) | Direct pay | Field purchase order (Field PO)
Eligibility checklist for County contract awards
- Comply with all applicable federal, state and local rules, regulations and laws;
- Maintain financial records, and make those records available upon request;
Provide documentation and requirements for the following:
- Insurance requirements
- Living wage provision meeting basic wage and benefit standards
- Wage theft prevention in compliance with all applicable federal, state, and local wage and hour laws >>approve verbiage
- Levine Act Disclosure if you or your agent have made any contribution of more than $250 that to a member of the Board of Supervisors or any other elected County officer within the past 12 months.

The goal of the Disadvantage Business Enterprise (DBE) program is to level the playing field by providing small businesses owned and controlled by socially and economically disadvantaged individuals a fair opportunity to compete for federally funded transportation contracts.
As a recipient of federal financial assistance from the U.S. Department of Transportation (DOT) through the California Department of Transportation (Caltrans) and the Federal Highway Administration (FHWA), the County of Santa Clara (County) has established a DBE Program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26.
A Disparity Study is commissioned by an agency to determine whether disparities exist between the availability of firms owned by minorities and women in a market area and the utilization of those firms by an agency.
