DBE requirements apply when there is contracting opportunities for projects that are federally funded from the following organizations:

U.S. Department of Transportation (DOT) through the California Department of Transportation (Caltrans);
Federal Highway Administration (FHWA);
Federal Aviation Administration (FAA).

When no contracting opportunities exist, DBE requirements are not applicable.
